Although it is not mandatory we do recommend a clear coat applied over the top
The photos show this polish on a plain clear nail, one with a white base coat, and one with a black base coat. 
On a clear plain nail it has an iridescent sparkle
On a white base it has a kind of aura sparkle 
The black base is best to showcase the color shift from blue to purple
